“Leading Towards Robotics Technologies” Innovation Competition,
To foster the culture of innovation and technology (I&T) within the Government and further promote the adoption of I&T in government departments, the Office of the Government Chief Information Officer launched in 2020 and 2021 the “Catch the Innovation” Campaign with activities including thematic forum, seminars and workshops, and an innovation competition themed on “Leading Towards Robotics Technologies”. With a view to promoting innovation and creativity, we invited government colleagues to submit innovation proposals with the use of robotics technologies to enhance public services. The Smart Government Innovation Lab (Smart Lab) organised the competition and matched the 10 shortlisted proposals with the local technology industry for proof-of-concept developments. The Smart Lab will promote the adoption of the winning solutions by government departments to enhance both the quality and efficiency of public services.

Thermal Detector,
Functions -
A privacy friendly solution to collect real-time traffic data, including vehicle count, average spot speed and road occupancy, etc.
Only collect traffic data without involving personal privacy data.

Purposes/Outcomes -
Collection of real-time traffic data for enhancing the efficiency of traffic management.

Light Detection and Ranging (LiDAR) (under testing),
Functions -
A privacy friendly solution to detect vehicle speed and identify some types of vehicles in the traffic.
Only collect traffic data without involving personal privacy data.

Multi-functional Smart Lampposts Pilot Scheme,
Under the Pilot Scheme, some 400 smart lampposts with smart devices will be installed at four urban locations, namely Central / Admiralty, Wan Chai, Yau Tsim Mong and Kwun Tong / Kai Tak Development Area. The first phase of smart lampposts at Sheung Yuet Road in Kowloon Bay, Shing Kai Road in Kai Tak and Kwun Tong Town Centre commenced service in June 2019 and started to collect various types of real-time city data such as meteorological data and air quality data. The data collected are released to the public as open data via the Public Sector Information Portal (data.gov.hk) to facilitate them to develop more innovative applications.

Traffic Information, The Thermal Detector and Light Detection and Ranging (LiDAR) (under testing) on multi-functional smart lampposts adopt privacy-friendly solutions to provide real-time traffic data such as traffic flow and average vehicle speed, and identify different types of vehicles for a more comprehensive grasp of traffic conditions. It allows effective traffic management and facilities travel planning for members of the public.

Functions -
Provide mobile network coverage including 5G.

Purposes/Outcomes -
Complementing 5G mobile network development in Hong Kong.

Members of the public can obtain air quality information like PM 2.5 concentration near one's intended travel route or destination for better travel planning through City Dashboard.

Government-Wide IoT Network (GWIN), With the GWIN, the EMSD makes use of various types of LoRa sensing devices to conduct remote monitoring and control of E&M equipment as well as to support smart city management, which includes air-conditioning systems of government buildings, filtration pump systems of swimming pools, ventilation fans at public transport interchanges and irrigation pumps at sports grounds, etc. Fault signals from the equipment under monitoring are promptly sent to maintenance staff for quick follow-up actions. The data so collected by the LoRa sensors can also be processed using data analytics and artificial intelligence tools to conduct performance trending of the equipment. With the utilisation of the GWIN, we can monitor the E&M facilities on a near real-time basis to enhance operation reliability, effectiveness and efficiency which is crucial to supporting various smart city initiatives.

3D Digital Map Implementation,
To meet the increasing needs of 3D map applications and to enable better understanding of multi-level city spaces in Hong Kong, the Lands Department will further develop and upgrade the existing 2D digital map into a full-fledged 3D digital map as the basemap and container for CSDI covering the entire territory by end 2023.

What is 3D Digital Map
3D digital map consists of 3D Visualisation Map, 3D pedestrian network and 3D indoor map, which will be launched by the Lands Department by 2023.

3D Visualisation Map,
A new form of digital surface model for spatial data visualisation, query and analysis.

An intelligent network, with on-the-go pedestrian access to official maps and geospatial information of public facilities, to the general public, visually impaired and wheelchair users for optimum route finding.
It comprises interior structures of the buildings, including 3D floors, 3D units, and 3D indoor network. Access points of each floor, such as unit entrances and exits, will also be mapped. The first batch of release will cover 1,250 buildings.

Implementation Schedule for Three-dimensional (3D) Digital Map

End 2020
Publish the 3D pedestrian network data covering the whole territory.

Between late 2019 and 2023
Publish the 3D digital map showing topographical and exterior features of terrain, buildings and infrastructures, initially covering Hong Kong Island, Kowloon and some new town areas, and the other areas of the territory eventually.

By end 2023
Extend the 3D digital map to include individualised buildings and infrastructures models and publish 3D digital map showing the interior layout for 1,250 buildings.

From 2023 onwards
The 3D digital map will be continuously enriched with more information and evolved with more intelligent to support the sustainable smart city development.

Unmanned Aerial Vehicle Survey,
Unmanned Aerial Vehicles (UAVs) were introduced in Survey and Mapping Office, Lands Department in 2013 and have been adopted as effective equipment for handling various survey requests related to land administration. UAV is equipped with camera sensor to capture videos and aerial photos. The aerial photos are then processed to generate other products such as Digital Surface Model (DSM), orthophotos and three-dimensional (3D) Models etc. for 3D map updating and land administration applications.

To support the 3D map development, Lands Department further introduced an advanced set of Vehicle-based Mobile Mapping System (VMMS) in 2021. This advanced set comprises dual-head 3D mobile laser scanner, spherical camera and additional high resolution cameras, GNSS receiver, inertial navigation system and distance measurement indicator mounted on the vehicle. With this system, the laser point cloud data and images can be efficiently acquired for various survey and mapping applications, for example, recording the topographical information, updating the basic map, producing street view map, 3D digital map, and the 3D model with very high level of details, etc. Moreover, they can provide useful spatial data for the development of the Smart City of Hong Kong.

In 2020, Lands Department has introduced 2 types of Backpack Mobile Mapping System (BMMS). One of them is an advanced BMMS, which comprises 3D laser scanner, spherical cameras, GNSS receiver and inertial navigation system. Another one is a lightweight BMMS, which comprises 3D laser scanner, digital camera sensors and navigation sensors with simultaneous localization and mapping (SLAM) technology. With these BMMS, the laser point cloud data and street-level images can be efficiently acquired for various survey and mapping applications, for example, recording the topographical information, updating the basic map, producing street view map, 3D digital map, and the 3D model with very high level of details, etc.

4D Immersive CAVE system,
4D Immersive Cave Automatic Virtual Environment (CAVE) system is an advanced visualisation solution allowing multiple users to share the virtual reality experience. Government departments and organisations can leverage immersive experience to make collaboration and communication easier and enhance operational efficiency. Users can see, examine and interact with modelled objects in the virtual space. CAVE-based simulation can be deployed in different areas, such as architecture, automotive, education, environment studies, training and medicine, etc.
This CAVE tool features the following exhibits:
3D Map Use Case — gives a 3600 bird's-eye view of districts in Hong Kong. Users can understand Hong Kong's housing conditions, different kinds of IoT information, etc. in a 3D model of existing built-up environment derived from UAV camera system & ground-based digital cameras.
Building Information Model (BIM) Use Case — gives an indoor view in first-person perspective. Users can move around using a controller and multiple stakeholders can collaborate on the planning, design and construction of a building through projection of the 3D model in the CAVE.

Exploitation of the Potential Use of Robotic Dog for Geotechnical Application,
The Geotechnical Engineering Office (GEO) of the Civil Engineering and Development Department (CEDD) has recently procured two advance quadruped robots to exploit the potential geotechnical application for conducting inspections at landslide sites and other dangerous locations which are difficult to reach. Quadruped robot, also commonly known as robotic dog, is potentially autonomous for traversing a wide variety of terrain. GEO has customized the two robotic dogs by attaching laser scanners and high resolution cameras to conduct survey, enabling creation of high quality 3D model for digitalization of site environment and subsequent geotechnical assessment. Training is provided to the robotic dogs with artificial intelligence to enhance their mobility and enable them to recognize the surroundings, avoid trees and other obstacles. With such functions, the robotic dogs can potentially go deep into landslide sites or other dangerous environment for conducting survey under harsh environment. We are currently exploring to deploy additional 5G transmission equipment on the robotic dogs to instantly transmit data and images collected on site to the control centre as well as for long-range remote control of the robotic dogs.

Smart Prison,
A Strategic Plan was formulated in 2018 which has been served as a blueprint for the future development of the Correctional Services Department. With innovation and determination, the Department will actively promote and facilitate the development of the “Smart Prison” protocol, which aims to promote the modernisation of correctional facilities, enhance the level of security alongside the efficiency of custodial operations, and strengthen the self-management ability of persons in custody. As a result, more favourable conditions can be created for them to be integrated into society again.
With reference to the experience gained from the trial runs of technology projects over the past two years, the Department has been making modifications, introducing new elements and conducting system integration so as to convert Tai Tam Gap Correctional Institution into a first-generation smart prison, which has already been put into implementation and operation in May 2021.
In the future, the Department would continue to optimize the local correctional system in various aspects in a bid to strive to guard the last element of Hong Kong's criminal justice system.

Intelligent Robotic Monitoring System,
The Correctional Services Department has introduced the “Robotic Monitoring System” which aims to assist correctional officers in carrying out patrol duties, thereby relieving their pressure and improving efficiency at work.
The first generation of “Robotic Monitoring System” was put into trial in the Lai Chi Kok Reception Centre last year,. The system allows correctional officers to monitor the real-time situation of the cell via a remote tablet or monitoring screens at staff workstation. It is also equipped with communication devices to allow the instant reception of sound and communication between the officers and persons in custody (PICs) concerned in case of any unusual incident, which helps expedite the handling of the incident and strengthen the supervision of PICs.
In light of successful implementation of the first generation of “Robotic Monitoring System”, the Department decided to introduce the second generation of “Intelligent Robotic Monitoring System”, which added with the functions of video analytic, thermal and smoke detection to further assist correctional officers in work.
In the future, the Department will continuously develop and enhance the “Robotic Monitoring System”, with a view to raising management efficiency and the level of security of correctional institution.

New Parking Meter,
The Transport Department has commenced the installation of about 12 000 new parking meters in phases from 20 January 2021 onwards. Major functions and features of the new parking meters are as follows:
1. Real-time Parking Space Vacancy Information
The new parking meters are equipped with spaces sensor to detect whether a parking space is occupied. Real-time information will be provided to assist motorists in finding vacant parking spaces.
2. Remote Payment to Extend Parking Time
With “HKeMeter”, motorists can get real-time metered parking space vacancy information across the territory, and pay parking fees remotely.
3. Convenient and Flexible Multiple Payment Means
The new parking meters support different payment means, including physical payment cards, QR code payment and mobile wallet payment, as well as through HKeMeter either on the spot or remotely for paying parking fees.
4. Solar Charging Cell
The new parking meters are mainly powered by rechargeable batteries with solar power as an auxiliary power source.

Smart Mobility - Automated Parking System (APS), The Government is taking forward a number of APS projects to further increase parking spaces and spatial efficiency. The APS projects in Tsuen Wan and Tai Po will be commissioned in end 2021 and end 2022 respectively.
